I don't agree with this change at all. It's going to break all sorts of
expectations... starting with dpkg-source and its usage of quilt in the
new format.

What for? You can put patches in such directories but a good patch is one
that can be always applied even if it's an arch-specific fix. Thus you
should not need multiple series.

I don't see a reason to change quilt's design to go in this direction.
I suggest tagging this bug wontfix.
