I think the series file adds functionality, but unless that
functionality is actually used, it is mainly redundancy and thus
a source of errors.

It would be cool if quilt would know what to do in the absence of
a series file, and that might be to process debian/patches and apply
patches in run-parts-order.

Furthermore, arch-specific subdirectories could be used for
architectures.

I think that this would make the series file obsolete in most cases,
but it could still be used if needed (e.g. arch-specific patches
amidst arch-all patches).
