I have some serious doubts that the cause is ruby-soap4r. First, this would mean that it would instruct apt-listbugs to read some particular files, and I don't see how apt-listbugs could get the filenames (and as said, since the server is implemented in Perl, the filenames would not come from the server). Moreover, would that yield an error message prepended with "E: "? (The messages with "E: " seem to be those generated by apt-listbugs only.)
