All (well, almost all) debug output goes to stderr, so, yes, it should
be possible to redirect only the debug data to a file.
I think that
DPkg::Pre-Install-Pkgs {"/usr/bin/apt-listbugs -d apt 2>
/tmp/apt-listbugs.err";};
should achieve that goal.
