Don't get me wrong, I do like the current order.  But I strongly
doubt this assertion.  Unless you mean only users who know what the
module order means.  But one has to read about it in the manual; it
is not intuitive.  FWIW, it took me a long time to learn about it.
Before that, I thought the module order was random.
