Not according to yuor howto, which explains to use it to setup a contrib 
source (kind of chicken and egg story that one ;-)).

But you may need to add an extra command to your howto (now that you 
mention it):
# urpmi urpmi.setup

Well, AFAIK, the urpmi.setup mirror list does not include PLF sources in 
the package in main.
