Yes, but you cannot provide a direct link to libdvdcss. You can provide a
direct link to a page that provides a direct link to libdvdcss--unless either
the link or the linked-to page is clearly for the primary purpose of getting
libdvdcss. Sites have gotten into trouble for being only one link away from
porn, warez, and DeCSS sites, and the two-link rule of thumb is a good way to
be safe. (Ah, America, the land of free speech--but I won't criticize,
because if you ever say or even think anything bad, the terrorists have
won....)
Of course if Mandrake links to his page, they already have that extra-link
safety--but if they want to host his document directly, they don't. And, more
vaguely, not mentioning PLF in his document allows Mandrake to host it if
they want while maintaining their plausible deniability related to PLF
("Sure, we assumed that some of our users would find and use that software,
but we had no idea that there was some kind of organized effort, much less
that this effort was part of the reason some people chose our
distribution...").
Anyway, PLF is easy to find if you go to pclinuxonline looking for Mandrake
RPMs; anyone who can't get there will probably not be able to add URPMI
sources anyway....
