This is a new metric `feature` to add a time to start for each component. Since servers wait for startup status check = GOOD or timeout, this has a success and failure metric associated with it. This metric is useful to track how long components are taking to start up. We've noticed our servers take hours to restart because of how long they take to reconsume old data.
