Theppitak's idea is a good one, at least for TeXLive.  For example,
there exists a `c90' package with the following contents:

  texmf-dist/doc/fonts/enc/c90/c90.pdf
  texmf-dist/source/fonts/enc/c90/c90.etx
  texmf-dist/source/fonts/enc/c90/c90.mtx
  texmf-dist/fonts/enc/dvips/c90/c90.enc

The DNP package contains of a single file:

  texmf-dist/fonts/sfd/dnp/DNP.sfd

So yes, a package for LTH in TeXLive *makes* sense.

You might have a look into the `texlive' directory of my CJK package:
It contains a set of perl files which converts the files from the CJK
distribution on CTAN into the proper set of TeXLive packages (e.g. the
abovementioned `c90' and `dnp' packages).  Perhaps such a setup would
help for thailatex also.
