If you search on google the first hit for docs is the devel docs. Plenty of projects handle it using watermarks or other notices to let users know they are on development docs but our problem is we are letting search engines index URLs that will never work. They only work for the released versions that's a different problem. There is no overhead here to worry about as the overhead is during deploying the development docs with the default having the warning and a released version no warning. Sphinx has this support for this very reason.
