By default if you are working on the docs all the docs will be shown both the 
"devel" version and 'release' version you'd have to set the tag to get 
either-or .. which is much better than what we have now as by default you'll 
get a warning with the release text and built for docs.rtems.org just the 
warning and for release no warning so effectively nobody should get tripped up.

What we have now is terrible and this can only be an improvement this has 
nothing to do with 'releasing" documents just flags what gets shown and what 
doesn't.  Even if you use the "release" tag it will still show up as 7 and 
7-git or whatever so no matter what there is no way to mistake it for anything 
other than non-release documentation.
