I've worked on 6 different implementations of Remedy products within the Federal government. The only things that were ever banned were third party connectors that had no specific warranty, testing, etc, behind them.

I have not yet heard of a situation where a government institution could not use AR System due to its use of some off-the-shelf and open source technologies. Typically, once the afore mentioned document is reviewed, there are no further impediments. Perhaps there have been individual interpretations that specific sites have made on such, but the general statement you make is not true to the best of my knowledge. -David J.
