Actually, the answer is no.  Licenses are automatically converted as
part of the upgrade process.  If multiple user licenses exist, they're
all merged together into one total count (i.e. if you have licenses for
10, 15, 10, and 20 floating users, the upgrade would create an entry for
55 floating users).
 
You can also import licenses from 7.x or 6.x and the system will convert
them to the new license structure.  More info is in the Configuring
Guide.

When upgrading from 7.0.1 to 7.1 is it necessary to purge the licenses
on the server before you begin the upgrade? If this is done, will the
upgrade pick up the correct information for the all the licenses on the
