How responsive is the client when it comes to providing answers to
questions about development or ITSM configuration issues?
It can be very difficult to decide how to solve specific data or
configuration problems, and Remedy/ITSM/ITIL-challenged managers or
political obstructionists in the matrix of decision-makers could
significantly effect time lines. The consulting company may sense this and
may be trying to build that into the schedule. If they don't, they'll
either be on the hook for a lot of additional hours or they will get
bogged down when trying to negotiate changes to the contract.
On the other hand, if the client is efficient then the project should move
normally. You know the client so you can decide which way it would go.
I would be more concerned if the consulting company low-balled the hours
and project cost in an effort to win the contract. Then the project bogs
down while they argue for more dollars to complete the project. Believe it
or not, some people actually do business this way. YMMV
