There are two versions of kmenuedit on my system. One for KDE4 and KDE3.
I can easily tell the difference, as the KDE4 version uses the Oxygen
engine, and the KDE3 version uses whatever theme I'm using with KDE3.
(Which at this time is the default one that ships with Kubuntu).

Attached to this email is "FigureA.png", that is how kmenuedit looks
when I rightclick the Kmenu and click "menu editor". This is the KDE4
version.

"FigureB.png" shows the About dialogue box from kmenuedit launched
within KDE3. It shows that the KDE Version is 4.0.1, however, I was
using KDE3 when I pulled up that application.

If I go to a terminal, and type the command "/usr/bin/kmenuedit" I am
shown the KDE3 version of kmenuedit, as referenced in "FigureC.png". The
next image, "FigureD.png" shows the about dialogue box when I access
kmenuedit from the above command.
