This is not really what ia32-libs is for. It is a hack to make existing 32 bit software run on 64 bit systems. If you need to *build* 32 bit software, then use a real i386 installation or a complete i386 chroot. A reasonably complete ia32-libs-dev would be way too big and too out of date to be useful or sensible.
