You obviously do not have the responsibility of compiling 32 bits apps while 
under x86_64. Lucky you.
chroot is too complex for normal users as well. I guess this is the same old 
holy war between camps.

Meanwhile Windows plows away without hiccups in this area.

Please create a new package. I like the idea of ia32-libs-dev.

Here are my candidates to include:
mesagl (restricted drivers already come with 32 bits libs)
freeglut
fftw3
gsl
