The package mentioned is just an anchor. If it would work you should see
the following also getting installed:

linux-image-oem-24.04d
linux-headers-oem-24.04d
linux-image-6.17.0-1017-oem
linux-headers-6.17.0-1017-oem

The latter 2 are the current versions when looking from a 24.04 system.
But the pre-install probably has different archives enabled than the
normal distro.
