If the way systemd detects WSL supported versioning that would be an easy task. As that's not the case, to implement your suggestion we'd need to ship a systemd generator that would subprocess `wsl.exe --version`, parse the outputs and decide whether to block or not systemd-binfmt.service. It sounds nice, but it's complex and has corner cases. It's simpler and less bugprone to optimize for the most common case and document alternatives.
