I reworked the changelog for Noble as you suggested, making it clear
that those are details of a single action, which is updating the package
to the upstream version 0.1.18.

Comparing the current submission with the previous one should show
changes only inside debian/changelog:

Regarding Oracular and Plucky I'd happily skip them, but I suspect the
SRU team will ask what would happen to a user that runs `do-release-
upgrade` from an up-to-date Noble instance.
