Indeed there was a mistake from my side to mention the toolchain version pinning in the debian/changelog. That happens at the Go workspace scope (see the go.work file in the monorepo at GH: https://github.com/canonical/ubuntu-pro-for-wsl/blob/0.1.18/go.work#L3), but that's not visible in this source package as a module part of that workspace. Thus I'm removing any mentions to that in the debdiffs and in the SRU bug description.
Regarding the version bump, notice that those changes are still bug fixes. Also, wsl-pro-service is not yet in production, despite being accessible in the archive. As of now only a handful of selected customers are playing with this tool during a beta test. That's because this service only works if the counterpart service is running on the Windows side (this is a WSL specific thing). So, until this system goes GA, the SRUs for this package don't affect many users. @waveform you may wonder why this is in the archive then. The reason is that there are some test workflows that wouldn't work if it was in a PPA.
