Modifying innodb_buffer_pool_size
(https://mariadb.com/docs/server/server-usage/storage-
engines/innodb/innodb-system-variables#innodb_buffer_pool_size) should
not affect the server's ability to start. There was probably something
else going on as well.
In the error log I can see:

Perhaps the systemd files were customized on your system, or maybe the
whole systemctl command was missing?
For the MariaDB log the attached part is too short, there might have
been more errors earlier in the log.
Anyway, this seems like some customization thing on an individual
instance and probably nothing that can be "fixed" in the Ubuntu
packaging of MariaDB, so closing issue as "won't fix".
