How I solved this. Many years ago I installed Cacti. Cacti uses mariadb (or mysql). in order to make Cacti work I added some lines to /etc/mysql/mariadc.conf.d/50-server.cnf to make Cacti work. One of those lines was: nnodb_buffer_pool_size = 19071M. I commented this line out and Mariadb works fine and so does Cacti. I have now explanation as to why this works, just happy it does. Hope this helps someone else.
