Since
b4886fab6fb6 ("KVM: Add a module param to allow enabling virtualization when
KVM is loaded")
virtualizaton is not disabled when the last VM is unloaded. It is disabled only
when the KVM module is unloaded.
It seems that this patch only made the underlying problem of KVM using
up more and more cores more visible and is not the problem to be fixed.
