I tried the same command line for outer VM with few different options
for inner VM.
1. kvmtool with 9p- couldn't reproduce the issue
2. qemu with kvm acceleration
- a simple busybox rootfs
- a ubuntu rootfs
My outer VM is launched with QEMU emulator version 10.0.50
but the inner VM is launched with
/usr/bin/qemu-system-riscv64 --version
QEMU emulator version 9.2.1 (Debian 1:9.2.1+ds-1ubuntu5)
Do you have Qemu 10 for both ?
I am trying to execute the exact innner VM commands for reprdoucibility.
Probably, some assigned device is hogging the CPUs.
