Bisecting the kernel points to
b4886fab6fb6 ("KVM: Add a module param to allow enabling virtualization when
KVM is loaded")
which first appeared in kernel release 6.12.
Before the patch the closing the last VM releases the CPUs used for emulation
by KVM.
After the patch the CPUs are not released.
The excessive load when using KVM is already present before this patch
and has to be handled as a separate bug.
