My first reaction to the pop-up window is to cancel the upgrade and that's what I did. The graphical upgrade tool seems to work as expected. So I then proceeded when prompted that a new version of Ubuntu is ready. I use the experimental ZFS on root Ubuntu and at this time several packages are being held for upgrade due to phasing. I am using the full GNOME-desktop. I proceeded with the upgrade and let the graphical tool handle the whole thing. The same pop-up window "Can't Install" appeared and I closed it. The download continued and the installation proceeded. No problem encountered.
