Further testing shows that, for me at least, adding
"kvm.enable_virt_at_load=0" to the kernel command line (or adding a
/etc/modprobe.d conf file with "options kvm enable_virt_at_load=0")
DOESN'T WORK!

Adding a systemd service to rmmod kvm_intel late in the boot sequence
(After=multi-user.target) does work.
