I think vurentjie has figured it out! I've been doing more methodical testing, including uninstalling all custom Gnome extensions and disabling the Ubuntu ones, and still the issue would appear intermittently.
So I logged in without touching my mouse, and it logged in fine. Then I tried again: this time I typed in my password but before I pressed Enter with one hand I started moving my mouse with the other, then pressed enter. Sure enough, the X mouse cursor didn't go away and the Gnome screen never appeared.
