We can bump Mercurial up to 6.7.4 in Ubuntu 24.04. However, this
requires someone to take one of the following three paths. See

hosted.com/en/latest/reference/requirements/#new-upstream-microreleases

1. If all changes being made are acceptable under normal SRU criteria,
then we can update it, but we expect SRU bugs and test cases for all
changes being made individually.

2. If upstream QA processes meet our requirements, then we don't need
individual bugs. But in that case, someone needs to assess upstream QA
and then demonstrate in an SRU bug how it complies with our quality
requirements (see above link).

3. You can cherry-pick the specific fixes for this data loss bug. Based
on https://wiki.mercurial-scm.org/Release6.7 there are just two commits?

Each of those paths has its own requirements. Progress is currently
blocked since those requirements aren't met.
