Downloaded 18.10 [x86], verified & wrote to thumb-drive. Booted in asus eeepc 
1000HE
[ asus eepc 1000HE (intel atom n270, 1gb, intel mobile 945gse integrated) ]
and redid same test I did on [old] 19.04 Lubuntu daily image.

The battery was 75% charged when I started test, it dropped to 74%, 73%
on panel (with me slightly moving the mouse pointer away & back to
battery icon so it would re-display).  Then when I plugged in charger,
the green-pie-icon-image changed orientation (same as 19.04) to reflect
% charged (rather than % remaining) with the "-" in the middle being
changed to "+"

I could NOT re-create issue on my asus, or Lubuntu 18.10 &19.04 using
'live' [install] media.
