I just booted a 'live' Ubuntu 19.04 x86 daily (note: old or last x86 daily) on my eeepc asus eepc 1000HE (intel atom n270, 1gb, intel mobile 945gse integrated)
My battery health (on panel) dropped from 80% when booted; to 79%, 78% .. 76%. When I plugged in charger it changed image (orientation changed from battery remaining to charged-done, the "-" became a "+" in middle).
