It will occur with any application using the GTK+ look-and-feel, that 
has slider controls.  In this case, it is the KeyMusician Keyboard.  I 
can give you a free-trial copy, if you need.

I have attached two screenshots.

The first, was taken running the application using the 
"-Djdk.gtk.version=2" option.

The second, was taken running the application without the above option, 
using whatever JDK is used by default on Ubuntu 18.04.
