Lubuntu doesn't pull in recommends, so that's not the reason it's installed. Regardless, like I said on the other bug reports, this is an issue which, in my opinion as an Ubuntu Developer, does not warrant a Stable Release Update (from the policy: "Stable release updates will, in general, only be issued in order to fix high-impact bugs." - https://wiki.ubuntu.com/StableReleaseUpdates). Marking as Won't Fix.
