Given that the GPL does not contain the term "linking" at all, there is
no difference between static and dynamic linking.

But it may be of interest that Simon Phipps (Director at OpenSource.org)
at CeBIT (March) 2009 made the following agreement with Debian:

Debian starts shipping the original cdrtools again within no more than 2
months, using a dynamically libschily and libscg.

Unfortunately, Debian did never intend to honor this promise...
