This isn't a matter of just passing -F to mkfs. That message is a red herring, and only happens because it's being run interactively on the command-line.
I've tried a number of different alternatives, between ext2, ext3 and ext4, and I am completely unable to reproduce the bug. I expect it is an issue specific to a mix of the kernel and the specific device.
