Okay, if I take an Ubuntu installation and apt-get install lxde (NOT lubuntu-desktop), I can find these values in the file you mention.
Since I had to install lxde to find the file you mentioned, I wonder if pcmanfm is the right package for this bug. But is there any malfunction caused by this bug? My desktop seems perfectly functional. And since PCManFM no longer offers the option to "open as root", the potential malfunction you mention with the su_cmd=gksu '%s' is most likely moot.
