What do you mean "reproduce this issue"? Which issue, specifically?
I've tried retesting on a vanilla Ubuntu (not Lubuntu), and apt-get install pcmanfm does not create a file ~/.config/pcmanfm/LXDE/pcmanfm.conf On first run, pcmanfm creates a file ~/.config/pcmanfm/default/pcmanfm.conf which contains neither of the incorrect configurations you have indicated. I have attached my version of that config file. Was your machine upgraded from a previous version of ubuntu? If so, that explains why you have an old config file, which probably is not used by your current live PCManFM.
