Well here is the latest. I fixed the issue. So to Chris or anyone else who can close this issue please mark this one resolved.
Here is what I did. I Logged in as a superuser by typing su at the command line. I then launched the Update Manager via command line. I was able to install all 24 pending updates for Ubuntu ver. 8.04. Once installed I selected the 8.10 upgrade and then ran this rather lengthy install. My privileges for my user account have been restored after installing Ubuntu ver. 8.10. Not sure what happened with 8.04 but the permissions issue is now resolved. Thanks.
