Another thing I noticed is I am able to launch the Synaptic Package
Manager from command line.  But when I type "synaptic" at the prompt I
get an error which I have attached a screen shot of.  The error
indicates the Synaptic Package Manager is starting without
administrative privileges. When I press OK the Synaptic Package Manager
launches.

If I launch the Synaptic Package Manager from the GNOME desktop--
System/Administration/Synaptic Package Manager--it shows "Starting
Administrativ..." in the GNOME panel but then it goes away after 5
seconds and does not launch the Synaptic Package Manager.

This is definitely appearing to be a permissions issue.  I just don't
know how to solve it.  Thanks.
