Hello Anthony OK, I opted to wipe Ubuntu and re-install (thank goodness for aptoncd...)
I did all updates, installed the nvidia 173 driver and then added the gstreamer ugly. I then grabbed the mpeg from my windows partition, copied it into /home/* and attempted to play it with totem. Totem asked to check for codecs and grabbed from the ugly set... and then proceeded to "grey-out". Despite loading the gstreamer codec I have been unable to play this using gstreamer bad, and eventually opted to install vlc which worked fine. However, in THIS install, right-click properties is fine, for some reason, but the original issue might be related to the gstreamer bad plugin going awry somehow ?
