This is definitely due to the langpacks migration. I'm not sure why the latest langpacks seem to not have the translations, but they are missing there, even though ubuntuone-credentials has X-Ubuntu-Use-Langpack: yes in the control file, which is causing the translations to get stripped from the binary packages in the archive builds.
