This is definitely due to the langpacks migration. I'm not sure why the
latest langpacks seem to not have the translations, but they are missing
there, even though ubuntuone-credentials has X-Ubuntu-Use-Langpack: yes
in the control file, which is causing the translations to get stripped
from the binary packages in the archive builds.

Martin, can you take a look at this and see why it wasn't picked up?

Bug description:
  Although ubuntuone-credentials has translations available, the form is
  displayed untranslated.

  Test case.
  - Switch Ubuntu Touch to Spanish.
  - Open System Settings > Accounts.
  - Click to add an Ubuntu One account.

  Expected result.
  - Ubuntu One credential screen must appear translated.

  Actual result.
  - Ubuntu One account form is displayed in English.
