This bug occurs when I ... Reply, forward or resume drafting any message.
The description of the bug: The reply, forward and Resume Draft "compose"
dialog appears but pressing the Send, Address, Save Draft or Signature
buttons does nothing, so you can't use it. There are also html tags at the
bottom of the page under the attachments area. See the following tags seen
when View Source is shown from the compose window.

Note the tags are found after the </HTML> tag. The function
'onload="checkform();">' is found in ../functions/page_header.php
I can reproduce the bug by:
replying, forwarding or Editing a draft message, every time.
