We've seen this bug in the past, but it doesn't appear to be a SM problem. The problem is caused by the compose screen being chopped up by something - not sure what - if you look at the HTML for the screen, there should be a BR tag whose closing greater-than character got pushed to the end of the page... no idea why, we've looked at it before, but the SM code appears to be fine.
