DO NOT create a user called apache!  There should already be one on your
system, since that message gets the username from your system on the
fly.  It is typically a user who cannot log in, and if you tried adding
another one, then you could have created a serious security hole!  If
you do not have sufficient permissions to change ownership of those
files, then you need to talk with your systems administrator.
