The problem is their client software.  If it can only see the INBOX then 
if they use something (procmail or SM) which moves stuff out of that 
folder then you are correct that the moves mail becomes invisible.  If 
one of your user's will be using a pop client which can see only the 
INBOX then you need to educate them not to create SM folders.  They can 
use SM to view and optionally delete the mail, but not move it.  The mail 
they sent out via the web would be the major problem I think, since its 
moved to a sent folder which would be invisible. They could send a blind 
carbon copy to themselves or just move messages from the sent folder to 
the inbox.
