problem occurs. And as workaround instead of rebooting you can do a

Which application are you try to run? To which IP address should it
connect to?
If it's an own program, do you have a small sample of where you try to
connect to the IP address. It's working in other mono programs so my
hunch would be it's an application bug

The default color for directories using ls in Hardy is dark blue on a black
background. I would prefer a lighter color as default. You can work around it
by tweaking the system but whoever chose blue as default isn't using a terminal
a lot I think.
