to be considered a "feature request", and it is not a bug (i.e. there is

To OP - what you describe is gnome-power-manager. I am setting this
issue to confirmed as I see the issue too - on a machine that is capable
of performing a suspend, the option is not available to automatically
suspend on critical battery, at least via gnome-power-manager's GUI.
