consider there could be more (=containers).
Interesting is that the stop already runs with the --pidfile so the stop
will not kill it.
But the start will be blocked, as the existance of such a process will

Probably the tracker patch needs to be updated, there seem to be a
couple of new modules using tracker that didnt exist when I wrote that
patch.
Upstream last I check only supports optional tracker at build time. Not
run-time detection like we did in distro patches in Ubuntu.

needs to be done for the demotion of pcre3:

The autopkg test fails as it did before, no more tests failing than with
the original package in the bionic release. autopkg tests are fixed in
cosmic, and these fixes will be part of a 3.7.1 upload for bionic.
