I think this is a bug with uvcvideo how it handles usb devices.
I have the same problem on my desktop with a SYBA SY-CAM63012 usb
webcam. I am able to use the webcam with skype after plugging it in,
but it stops working at some point and can not be restarted without
powering off the entire machin

I have taken a look and I wouldn't consider adding scroll bars to the
interface as Fix to the problem but simply a quick workaround. The
interface should allow to not be full screen and the window to be moved
around on small screens. This is still not possible in maverick.

and then create empty file "pcie_aspm" in
/etc/pm/power.d folder with execute bit disabled?

I disconnected my external screen, suspended, resumed, attached an external
projector.
The machine immediately locked up (unresponsive to switching virtual terminal,
no network response) - before I'd tried to change the display
bamf has the information and should normally be signaling when that
happens. I'd like to understand whether bamf can be used, or whether it
is the issue because of too many hops in between.
